Proxy servers, help please?

Does anyone know of any proxy servers, or programs that hide your ip address, that would slow down the way the Internet Explorer works??

Basically, places like work place and school restrict you from visiting those sites by filtering the ip. Hence you will need an anonymizer to get on facebook or myspace at school.
