Ok, I think you're confused about what you bought here. You bought a hosting plan from a webhost right? With 100mb of storage or bandwidth? What happens is their computers have MANY websites on a single computer, you can serve files from that computer, but you can't use it's services to turn it into a web proxy.
If you buy a dedicated host for ~$100 a month, you can turn it into a proxy, although it's useless since they will have your info and it wouldn't do much to keep your privacy intact. I suggest http://tor.eff.org It's free and extremely fast and secure. More secure than any other proxy avalible. And easy to setup. The only way to have a proxy with what you bought is a cgi proxy, in which you would point your browser to your website, and the site would show a little bar with the address, and go EXTREMELY slow.
If you are trying to setup a proxy for NON privacy uses then you need a dedicated machine, if say you need to make a proxy for work or your organisation, to filter content.
